Under ADMIN -> SYSTEM ADMIN -> SALES TERRITORIES.

Here you can see all the postcode regions which are assigned to certain users.
You don't even have to assign them to Leads users, you can instead use the postcode sections for reference.

To add a Sales Territory expand the drop down and enter the name of the assignment, the country and areas, and users it is assigned to.
