Why Aren't All My Groups in the List?

Groups will not be visible to add as an inclusion or exclusion group if they are already included or excluded.

How Can I Still Use the Group?

You will need to export the group and import the contacts so they are now in one group and use that new group as an inclusion/exclusion group.
